I provided a standard Joomla template in .zip format file for him to modify. All he had to do was modify the template.css file and return the .zip file.
He returned 3 .rar files and customized the install to his liking, requesting admin access to my site.
I disputed his work and he bamboozled the admin staff at GetACoder by burying them in lengthy technical documentation.
In the end, when I researched the solution it took me 15 minutes to do what I requested.
I could not use what he delivered...
