Description
We are looking to have an in-house Geocoder (similar to GoogleMaps or Yahoo geocoder) that resolves addresses to geopoints (long/lat). We also need the TIGER/Line (latest, 2007) shapefiles loaded into the Sql server 2008 Geospatial database. We need all geography/geometry polygons for the US shapes to all levels (Country, State, Metro (MSA), Place/City, County, Zipcode, Neighboorhoods, Census tracts).
On top of the Database needs to be a .Net (c#) WCF service that provides the required operations to Geocode and Reverse Geocode US addresses and provide geocoded accuracy level (street, intersection, zipcode, etc). Cross-reference with Google KML and MS VirtualEarth will be useful. Also WCF operations to extract specific child shapes (i.e. Zippcodes in a given City. FIPS IDs should be used when possible as unique table identifiers to maintain cross-referenceability back to original data)
Using TIGER database is royalty free (http://www.census.gov/geo/www/tiger/tgrshp2007/tgrshp2007.html). The developer must ensure he has all rights to provide additional data not based on TIGER (if additional data is required). SQL Server 2008 is able to import ShapeFiles hence should be a straight forward job.

NOTE: SQL Server 2008 HAS all required functionality, the MAIN task in this project is to LOAD the TIGER Shapefile into SQL Server. SQL Server 2008 natively supports loading Shapefile. Should be straight forward.

On the System requirements side:
Geocoding a US address in a densely populated Zipcode or City such as San Francisco should execute under 100 ms with 10 parallel/simultaneous requests on the following test system specs:
Windows Server 2003 Standard Intel Quad Core Q6600 2.4 GHz. 4 GB RAM
Appropriate Spatial indexes should be used and intelligent input parsing of the address string should be employed (i.e. if zipcode is present search inside the zip for the street name, if no zipcode then identify city + state and search inside that Geometry).
The execution should FULLY leverage the Geospatial support provided by Sql Server 2008, no workarounds from sql 2005 please. Thanks!
