Description
I am going to start a new file sharing service. I need a Rapidshare/Megaupload clone.

The scripts needs to have:
PHP4 compatibility
MySQL compatibility
Free (no login) download and paid account (login) support
Paypal IPN support for Premium Accounts (Premium accounts will have larger filesize/traffic limits)
Bandwidth rate limiting (e.g. max 50KB/sec)
Max file size limits (e.g. 100MB)
Download limits per hour and/or day (e.g. 100MB/hour)
Hotlinking protection (HTML/PHP page shown before proceeding to download)
Waiting time support (e.g. wait 30 seconds till download)
Image generation before the download will start (Can be done with GD)

If the features above have been implemented I need one last thing, which is of optional and of importance at a later date:

Multiserver scalability (e.g. ds1.mysite.com/index.php?id=39399329292 ds1.mysite.com/index.php?id=39399329292 )
The script might need to spread the files across multiple servers and preferably check the HD space and network usage of these servers.

I would like something close to or the same as rapidshare or megaupload. And need this done VERY soon. I must recieve all rights to the script to be able to edit and redistribute it at my will.

$200 is my budjet.
