Description
We have a project that is about 90% finished, however we have a small problem with the creation of a dbf file from an Oracle query, please see '080624noaaError.GIF' attached.

The software is a GUI to an Oracle database containing meterological data for individual rain stations. The tool allows the user to query the data using both attributes and distance. The distance is calculated using two sets of latitude and longitude coordinates ('X1 Y1' 'X2 Y2'). The distance formular used in the process is attached distance calculation.zip. In addition to querying the data, the user can run a set of pre-defined functions on the data 'between a set of dates' i.e. sum, mean etc. An example would be sum all rainfall between date_a and date_b for either 'all stations', or just 'station x'.

The ouput can be displayed in a graph within the GUI or can be automatically exported to an output.dbf file. The dbf file is then imported into another application. The individual rain stations are contained in two sets. 1)The universal set (all rainstations). 2)The sub set (a fixed area of operational concern).

One important issue is that 'two conversions' are done on the fly, Rainfall and Temperature. The native format of the rainfall data is in inches however the user will only work in mm (query and display). The native form of the temperature data is in F, however the user will only work in C (query and display). These values need to be converted on the fly. When a rainstation has no data the value will be 99.99 i.e. all 9's within one field. These 'must be ommited' in all calculations i.e. sum.

Please install the application and play around with it to understand how it works.
I have enclosed a test data file '604680-99999-2008.op'. Please open in TextPad or similar to explore the data. For further information on the data types and structures please read 'readme.txt'. You will need to add this data to Oracle XE or similar to test. I have enclosed the SQL used to create the tables 'SQLTables.txt'.

We have been having difficulty getting hold of the original coder, he seems to have dissappeared? However we still have half the project funds ($150.00) available. We are looking for another coder to complete this project as soon as possible.

We attached our latest complied version of the software (this is 90% complete). We would like this decomplied using a suitable C# decompiler and the problem with the dbf file creation rectified. You will be working closely with the software development manager. The problem with the dbf file creation can be seen in '080624noaaError.GIF' attached.

We do have an older version of the software available in Visual Studio *.sln format. If it is not possible to decompile the *.exe attached, you will have to update this version using the 'NOAABeta1.2.zip' as a template. You will have all the source code and and idea of how the final project should operate.

If you're interested in this project please explain clearly how you intend to undertake the work. We need an accurate time frame for completion.
