I am searching for someone who has experience in object recognition programming.

We need to get a program made that can recognize the license plates on cars. It needs to be able to recognize the numbers and letters that make up the license plate number. Once it recognizes it, it should be able to match it up with what is stored in a database. Basically, we want to make it so that whenever a license plate is seen, the computer program will be able to pull up a file if necessary.

We will have to be using some sort of video input like a quickcam. Please let me know if anything would change in your description.

Basically, we want the program to be able to see a car license plate in video (like a car driving by), tell us that it sees that license plate and then be able to bring up the relevant information regarding that license plate.

Example: A car drives by a toll booth without paying the toll. We want the program to be able to check all license plates to see if the car belongs to someone who is wanted for any kind of crime. In the toll booth case, we want it to send the information to the proper authorities because they didn't pay the toll. The only way to do that is to match up the license plate numbers to what is in the stored database. So the video input needs to scan for those license plate numbers/letters on a moving car , probably at different angles.

It would be programmed in C++. I have just read your project and would need to llok into it in more to give you an approximation of the cost of building the prototype but basically this would work on a regular computer and any webcam you can connect to a computer unless you want this camera to scan the horizon, then robotics would be involved.
