Description
I need modules with the following capabilities:
It should have * low cost * a low power GPS * radio (in the band of 4xx Mhz or 8xx Mhz, for Australia, similar to Chipcon (now Texas)) * it must broadcast the [position/speed/course/unique ID] periodically (e.g. every 1 second) * range of communication --> at least 1000m (having line of sight) * battery powered, should last at least one day.
The modules will operate in almost flat terrain (surface: grass usually wet), These will have permanent line of sight.
I need quotation for design and prototype (2 or 3 units to test) Also another unit to connect to a base station computer (this unit should act as a modem, i.e. convert what is received through RF to the serial connection).

Thanks for answering so quickly. Here some more details for the project.
----------------some other issues:
1) I will need the capability to modify the code inside the box (e.g. to modify the data packets structure, transmission sample time (to make it addaptive acording to 'network' traffic, etc). The remote units should be also able to receive comands from the BaseStation (to turn TX off, reduce power transmission, change sample time of packets, etc). This list of capabilities and possibly more : I am not sure I will need them, but I need to be able to implement some of them on-the-fly. I will learn these things in the near future. not sure. I have some skills in low level programming (sure I am not a guru like you!) For more relevant modifications in the software I will ask you through other instances of the project. In addition to some of the GPS measurements it will be good to include the signal intensity, e.g. RSSI. Then the transceiver you choose should offer that capability.
2) on the "BaseStation" side, no worries about the computer software, I just need the receiver 'copying' the incomming packets to a serial. I read them through Matlab and do some calculations related to my problem.
3) if you can make it very compact, it will be a plus++. Please give me an idea about volume/weight/etc that you estimate it will be needed in your design. please tell me about the power consumption (an estimation) for the remote module when it TX, when in RX, considering not just the Radio but the GPS/cpu/etc. Also if you are going to include a LED to show that the unit is alive. NO display is needed in this version. Just a Black-box, eventually with a LED.
4) please, specify the batteries you recomend for the module (you do not need to deliver them)
5) many of you mentioned GSM, it is a very interesting option, we can keep it in mind for the future. It will be excellent to have units with the this RF tranceiver and in addition GSM. I will be usually using these modules where there is GSM coverage. This GSM option could be other project in the near future. If the modules with RF and my idea go ahead, sure I will ask you for a second project including GSM. However if you want to include GSM 'flavor' is this project, please inform me about the budget for that possible extension.
6) If you beleive that 1Km range will be possible (having line of sight). How much power do you expect to transmitt from the transmitters? 1mw, 10mw, 100mw? remember we are in good conditions (permanent line of sight). We need to respect the legal constraints in transmitted power.
some other specs: it should be in a narrow RF channel, data speed: I would like to achieve at least 19Kbps. band in the region 4xx mhz or 8xxmhz, (xx to be legal in Australia) and also the power we transmit in that particular band must be legal here. We must respect all the rules, we must not intefere other channels, etc. You are engineers, you understand.
7) antena. it should be small for the remote units.
We can use a big/good gain antena in the BaseStation unit. (in this case you just recommend one that I can buy here).
8) The remote units should be inside a box, with some immunity to humidity (even if it is water proof will be excellent). They may be exposed to heavy rain.
9) rain: I do not know the effect of the rain on the communication range for these frequencies. This is why I want to have the option to remotely control the radios and tell them to temporarily increase (or decrease) the TX power, etc.
budget:
I specified the range 1k-3K, however my full budget is ~1K. I do not know how realistic is it, you know more than me about it. please inform me with more detail about it.

*** aplication: This is for a research project in robotics. I need some preeliminary test to justify my project and get funding. Then I am investing in advance, there why I have such a cheap budget. However I need some flexibility to perform a diversity of tests.

**** where are the remote nodes installed?
The remote (and mobile) nodes may be pedestrian, pioneer robots, bicycle, static objects,etc. these nodes must be power independent (batteries). Small units and for outdoor. The more the bateries do last the better. There can be exposed to slow changes in orientation (they will not necessarily be perfectly
flat-horizontal, i.e. no guaranted polarization of the RF), just think about the small robot climbing a small ondulation of the terrain, enough to change the inclination of it in 30 deg. I am just talking about ondulations in the terrain. These are not even obstacles for the line-of-sight of the radios.
Also some nodes will be very close to the ground or water (static and floating devices may be small).
HOwever the "BaseStation" node antena will usually be at more than 1meter high (on a table or on the roof).

The nodes must have GPS+CPU+Radio The software must be flexible enough to allow some variables to be changed (choose channel, TX
power, sample time for TX, etc) by remote commands. Also some commands to ask for other internal variables that you/I consider relevant (health, etc) If you could keep the software open for modifications (I am not talking of having all the source code of your implementation. I need to be able to modify some 'trunk module' to change high level behaviour in the nodes. I do not need to have other low level stuff that you could provide as binary libraries. If you provide also these sources, better, but not mandatory. A possible modificarion: I will need to change the data structure the nodes send, usually a binary packet (I do not want to send any ascii message at all).
I want to compress the data to the minimum size. There will be many nodes in the future, I need to save bandwidth.

A data rate of 19Kbps would be enough, but more will be greatly appreciated (~100kbps). No need for more, I think. ----------------------------------

The remote nodes do not talk between them. However they can listen the broadcasts of the other nodes. That info is not used but must be available in the remote nodes for possible future use (probably you include the fucntions that handle these incomming messages, but do nothing after that, empty functions).

Fixed node ("BaseSation"):
just as a modem "RF to serial" , both ways. Some protocol to talk to the "modem-node" itself (from the serial line) or to a remote node must be defined. (I think you could say ID=0 is BSation node and other IDs are remote nodes. Or You possibly have a better idea.) ----- NO FRONT-END Although it is very nice to have some pretty high level front-end on the PC connected to the serial, I do not need that stuff for this project. I just need the serial connection. I need to receive( on-line,) the mesages and process/record them in my software in Matlab. I have all that stuff (processing stuff and parser of binary and ascii messages)

SIZE/POWER NODES:
sometimes I will ask people or a dog to wear them. I do not want to bother them ==> the modules should be as small as possible. I do not want to expose my friends and dog to more RF than a mobile phone (the RF power lesser the better) and keep the range ok.
Also power/channel must be legal in australia.
Range > 1Km (if 2 or 3Km or more , assuming line-of-sigth, will be greatly appreciated)
------------------------------------------ Please, in addition to your quotation, give me an estimation of the size/TX power/power comsumption/range that you believe could achieve. I do not need exact numbers. +/-20%. If you believe my specs are unclear, just ask me.

There are several weaknesses if we try to transmit data over RF network with conventional method such as HF-Band or UHF-Band. But, I have another method where it could pass over RF Network in most precise way. Please, review over private message.

I am interested in your work and would like to place a bid. I have already worked for a GPS VPL system for an automotive company some time ago. And I believe that experience I can effectively and effeciently use here also.
Since I will be working on this project alone, so it will take time to develop. I prefer that way - I know the whole theme, architecture and the logical flow, and could implement it more robustly, avoiding many other bottle-necks. The only down-side of it is slow, but since 1 man develops, he has complete picture in front of him and he is better positioned to finish it up optimally.
If you have any specific's I would be glad to hear from you. Don't hesitate to contact in that case.
