Abstract:

Platform: Windows Mobile 5 Smartphones
Language: Visual C++ .NET and C#
Require: Source code + all VS.NET Files + binaries and installer
We need to have source code for all code/libraries used, whose licenses must be compatible with commercial usage (no GPL, ok BSD...)
We need a mobile application that lets the user make an encrypted voice call to another
The security is to be provided by Diffie-Hellman key exchange and AES-128 or better symmetric encryption.
The calls are to be encoded and transmitted over a GSM data call: 9600bps at best, with graceful degradation of voice quality if/when less bandwidth is available.
The two phones begin by establishing a digital connection through a GSM data call. Afterward they set up a session key securely, through D-E key exchange.The two users can optionally type a shared password before making the call, to elevate the security.
The voice data, to be recorded in real-time through the smartphone's embedded microphone, is encoded with an appropriate voice codec, encrypted with the session key and sent through the
All the operations must happen automatically: from the user's point of view, operating the program must not be substantially different from making a regular voice call. The quality of the encrypted voice call must be satisfactory, the call itself must be full-duplex and with as little delay as possible. A delay under 100ms would be optimum; a delay under 250ms still good; a delay over 500ms is unacceptable.

The phone must detect incoming encrypted (ie. data) calls and handle them automatically, while leaving regular voice calls to the default phone application.

The SIM card contact list must be available for placing secure calls, as well as the operating system's contact list and an additional encrypted list. The latter must be protected by a user-supplied password.

The program must NOT save a log of incoming and outgoing secure calls.

A preference item must be available that locks the software
with an additional pin code.
