Industrial PC operating system and application

We are looking for a developer or team to set up an embedded system
based on a NANO-7240 board from IEI (or alike).

We need:

1. operating system to run on the mentioned HW; could be GNU/Linux with BusyBox, embedded Linux, WinCE or any other; Please advise and mention the reasons why this OS. The bid price should NOT include the price of OS license if any, but we would like to know it;
2. networking (Ethernet) functionality;
3. serial communication capability with at least 4 COM ports;
4. NO GUI is needed, a console based user interface is good enough;
5. a secured system is needed (username and password to login);
6. a tiny but scriptable web server should be built in;
7. an application framework (a skeleton of an application) to communicate with slave devices via com ports; this is the MAIN purpose of the device;
8. easy installation just by copying the image to disk (i.e. disk on module);
9. easy customization just by copying or writing a configuration file via ftp or telnet;
10. on line or off line but early support via phone call or email; the bid price should contain 15 hours of such a support;
11. specify the price in details;

We want to see references.
Teams are preferred.

Specify a realistic schedule of realization. Count with a 24h span for each answer from our side.
The hardware could change (but a PC based system stays). The more flexible OS is the higher rated solution.
You can advice any other hardware in the range the NANO boards are. Single power supply needed (i.e. no ATX)
Testing the system on a real hardware on your side should be an advantage but is not a must.
This should be a legal trade with all paperwork included (order or contract if needed, invoice at the end…)
