Description
Brief:- We are looking for a system written in Perl to automatically "snipe" eBay bids, the user will enter the site using their username/password to access the site's functionality. On the main page (after user login) the user will able to 'link' their eBay username/password to their main website access credentials. Once the user has setup this information, the user will be able add the eBay Item ID and maximum bid, which eBay website to submit to (eBay.com, eBay.co.uk, etc.) plus be able to select how many seconds prior to bid end that the system will automatically "snipe".
The system will automatically update the current bid price on the hour every hour. The user should be able to edit or delete the snipe.
To future-proof the system, we would require API access so that we could enable remote execution (through partner websites, or via a browser plug-in).
We require the ability to automatically email the user at the end of the auction to inform them whether they won/lost, and what was the winning bid.
The database should be in MySQL to allow for redundancy and/or clustering.
It should also have multi-language support, defaulted to English. We should be able to easily add/update the language files.
Technical:-
Below is a flow chart of how the process should work for NEW users:
User enters our main website --> User registers for a snipe account (email address + password) --> As its a new user the system should ask for the users' eBay username & password (this will require an auth check with eBay) --> The user should see a list of current snipes, underneath the user should be able to add a new snipe by entering the eBay Item ID plus max bid price, select which eBay website to use and how many seconds prior bid end we should "snipe" --> The user will be taken back to the welcome page where they can view their snipes as well as setup another snipe.
Below is a flow chart of how the process should work for EXISTING users:
User enters our main website --> User logs into their snipe account (email address + password) --> The user should see a list of current snipes, underneath the user should be able to add a new snipe by entering the eBay Item ID plus max bid price, select which eBay website to use and how many seconds prior bid end we should "snipe" --> The user will be taken back to the welcome page where they can view their snipes as well as setup another snipe.
Below is a flow chart of how the process should work AFTER a snipe has been setup:
The system will automatically (based on the users' set time) snipe a bid to the relevant eBay server --> At approx 10 seconds after the official bid end time, the system will automatically check to see whether the users' bid was successful or not --> An email should be sent to the user informing them whether it was successful and what the end bid was [ if the snipe was unsuccessful in it's submission, the system should send the admin an email informing of the exact reason for failure (server error, eBay page change), plus send a standard email apologising to the user the snipe was unsuccessful (this email should be template form so we can easily edit it) ] --> The system will update the MySQL database so that next time the user logs on, they can see their snipe status.
The snipe API should follow the same rules as above, and submission can either be in URL form or XML-based.
Example: URL: http://www.somedomain.com/cgi/snipeapi.cgi?username=eBayUserName&password=eBayPassWord&itemid=eBayItemID&bidprice=BidPrice&secbid=SecondsBeforeBid&ebayserver=eBayServerName http://www.somedomain.com/cgi/snipeapi.cgi?username=bobthebuilder&password=somepasswd&itemid=123456789&bidprice=99.99&secbid=6&ebayserver=ebayuk
XML: http://www.somedomain.com/cgi/snipeapi.cgi With the XML variables of: Username - eBay Username Password - eBay Password Item ID - eBay Item ID Bid Price- Bid Price SecBid - Seconds prior to bid end to submit snipe Server - eBay Server (ebayuk, ebaycom, etc.)
Database:
Unless you wish to program it another way, in my eyes there should be three MySQL tables: auth, pending, completed
Auth Table: (Authentication Table) UserID (unqiue id), Username (email address), Password, First Name, Last Name, eBay Server (user default), Last Login Time/Date
Pending Table: (Snipes awaiting submission) SnipeID (10001, 10002, etc...), UserID (linked to Auth Table), eBay Username, eBay Password, eBay Item ID, Bid Price, Snipe Time, Bid End Time, Time/Date (when the snipe was added to the system)
Completed Table: (All completed snipes transfer to this table) SnipeID, UserID, eBay Item ID, Bid Price, Final Price, Bid End Time, Status (WON, LOST, FAILURE, etc.)
If you are unsure of anything, or would like clarification, please do not hesitate to contact me.

To add, I am willing to go slightly over the budget if you can show me that I will end up with a high quality system. Please note, I'm not looking to spend in the 000's.
I'm looking for the script only, I will design the pages according to your script design.
I'm looking to outsource a number of upcoming projects, so please bear that in mind when completing your bid.
Reminder
You may not start working in this and any request before
your bid is accepted. Users who violate this policy
may have their accounts permanently suspended.
