Transfer Excel rows to multiple Tables in SQL2005 using asp.net (vb)

To be able to take an excel sheet and for each row INSERT or UPDATE multple tables depending upon the column.

There are only about 2200 rows of 200 columms and 5 tables updated but I'd like the automation to assure accuracy.
Only about 65 of the columns will be used to update any of the tables.

There are three data transformations used in a number of fields.
The first uses a Regular expression to replace all non standard alpahnumeric with "-", i.e. "/[^a-zA-Z0-9]/", "-"
The second one requires 0 tranforming to 1 and 1 transforming to 0
The third uses a fixed text string as a part of the Select of "TableF"

Processing will be to Read each row and :
For Columns relating to "TableS"
Check if the record exists, Update or insert the data

For Columns Relating to "TableR"
Check if the record exists, Update or insert the data
The ID generated by an insert or select will be used a a foreign key in "TableD" updates

For Columns Relating to "TableD"
Check if the record exists, Update or insert the data
The "TableR" ID created or found will be inserted into the "TableD" record
The ID generated by an select will be used a a foreign key in "TableL" updates

For Columns Relating to "TableL"
Check if the record exists, Update or insert the data
The "TableD" ID created or found will be inserted into the "TableL" record
The ID generated by an insert or select will be used a a foreign key in "TableA" updates

For Columns Relating to "TableA"
Check if the record exists, Update or insert the data
The "TableL" ID created or found will be inserted into the "TableA" record
The ID generated by an insert or select will be used a a foreign key in "TableF" updates

For Columns Relating to "TableF"
Check if the record exists, based on a combination of "TableA" ID and column name Update or insert the data
The "TableA" ID created or found will be inserted into the "TableF" record

If this is to be automated I will need a quick response and quick turnaround.

The attached sheet demonstrates the contents to be imported. It extends to Column:EL Row 3 indicates the type of data which may be encountered. Columns without headings will not be processed.

I have available the database schema and sample XLS to interested parties.
